What to Protect
Chanakya's ranking is not saying money matters more than people. It's about what depends on what. Without a full treasury, you can't pay an army. Without an army, you can't protect your people. Without people, there is no kingdom at all. This order isn't about what matters most morally — it's about what breaks everything else if it goes first.
